Instructions
- Preheat the oven to 350°F (175°C) and prepare a 9×9 inch baking pan.
- Mix the shortbread crust ingredients until crumbly; press into the pan and bake for 15 minutes.
- For the caramel layer, combine ingredients in a saucepan over medium heat until smooth and bubbling; pour over baked crust.
- Prepare brownie batter by mixing dry ingredients, then adding eggs and wet ingredients until smooth; pour over caramel layer.
- Bake for an additional 25–30 minutes or until a toothpick comes out with moist crumbs.
- Make ganache by heating cream and pouring it over chocolate chips; stir until smooth and spread over cooled brownies.
- Garnish with flaky sea salt, let set, slice, and serve.
